Accessing USB cd-rom in DOS

I have a laptop with an external floppy drive only. I want to be able to plug in my Que! external USB cd-rom drive and boot from a Windows 98SE floppy disk and be able to access the external cd-rom to install windows. Does anyone know what I have to add to the WIN98 boot disk to make it access this USB cd-rom? Is it even possible?

Check the driver diskette that came with the CD ROM. Otherwise, try the generic USB CD Driver I have on my site:
