Accessibility features in DOS?

OS: win98 build 4-10-1998 Gol
CPU/Ram: Pent2 350MgH / 128 RAM
Product: Gateway GP6-350

I wondered if anyone has seen a program for MS-DOS that provided the handicapped accessibility features as in Windows. Specifically, I want to be able to use the number pad to move my mouse in DOS mode. There are 4 keyboard driver files in my Win98 OS,but I doubt that trying to load them in DOS mode would be the answer,would it?
