Hi,
Did you try completely remove all partitions on your drive with FDISK and then create new partition(s) and reformat it?

YES, OF COURSE. AND I ALSO FDISCKED THE MASTER BOOT RECORD AS WELL. THE ONLY WAY I CAN GET 98 TO LOAD IS TO LOW-LEVEL FORMAT THE HARD DRIVE FIRST. WHAT I NEED IS TO KNOW HOW TO LOAD 98 WITH OUT HAVING TO DO A LOW LEVEL FORMAT. PLEASE HELP IF YOU CAN.
