Why not make one from the computer you sent this message from? From WIN9x use to add/remove programs icon in control panel and choose startup disk. From dos, see if it has the makeboot.exe file. Manually, sys a: then copy good stuff like edit.com, attrib.exe, format.exe, fdisk.exe, mouse.com, etc.
