** Error Writing FAT **

I have a problem that just won't quit... I had a hard drive I repartitioned to PRIMARY DOS partition, set it as active, then tried to format it. I continually get the following error: "Error writing FAT. Format terminated"
I performed a low-level format with the HDD manufacturer's utility and did an integrity check. There is NO physical damage to the disk.
I really feel as though I have a NASTY boot sector virus. Any ideas on how I can overcome these problems? Thanks.
