I need to convert an AVI video file to still photo shots. Is there software to do this?
(edit) I just discovered that my favorite video converter program (Total Video Converter) will do it.

VirtualDub can do that. It's free and very good for working with AVI video. It will let you easily look through the whole video as individual frames and select what you want as single photos. The software does not have that great of user documentation, but it isn't hard to figure out how to do what your talking about by just a few minutes experimentation.

Topaz Moment is free for the first 250 uses. It has nice enhancement features. Don't use the default settings though, they will oversharpen and saturate the still.

tmpgenc is another good freebie IMO, and works with various input video types other than avi. It can output an image sequence in bmp, tga, or jpeg.
