Video quality problems

I have a multiple monitor setup one of the monitors is a sony hd tv. when i play video on my standard dell monitor quality is fine. When i drag the window over to the tv the cpu usage jumps to 100% and the video becomes choppy. if i drag it back to the dell monitor cpu usage drops and video goes back to perfect. Tv is connected with a dvi cable. I have an ati raeon 7000 video card. Any ideas?
