I hooked up an S-Video cable from my laptop to my tv and used a hootkey (Fn + f5) to switch to plug and play mode on my display adapter so it shows on both tv and laptop. When it came time to switch back to the Default Monitor, the signal to tv was cut off like normal but the display on the laptop stayed normal and didnt go back to Default Monitor. When I open up Display in Control Panel it says Plug and Play is Primary and the Default is "Not Active". How do i fix so i can get back default Monitor.

"Plug and Play is Primary and the Default is "Not Active"" -Could you make active the Default monitor? The Plug and Play monitor should me secondary. I know it is possible to change from PC monitor to secondary and have a TV Primary which, I think, this is what happened in this case. If this doesn't work, unplug the s-video cable and restart your laptop.
