I have several xVid/AVI movies downloaded from the internet, which I want to convert to DVD (vob) files and then burn them to a DVD later on. The preferred settings would be like as follows:

Audio: MPEG Audio 48000Hz mono 92Kbps [Mpeg-1]
Video: MPEG2 Video 352x240 29.97fps 1700Kbps [Video].

I want to keep 3 or 4 movies per DVD (4.7 GB).

What would be the best and fastest way to accomplish this task?

Please suggest a good software for this that would allow me to convert with my preferred settings within the shortest time possible.

Besides, I am confused with the capacity of a DVD. The size is usually written as 4.7 GB while not more than about 4.GB of GB could be written. Please clarify.

Usually the DVD5 is 4.7GB and the DVD9 is 8.5GB.You should make you have enough place left on the hard disc before you burning.

Try to use thisDVD creator. It can convert and burn not only AVI format but also all the common formats videos or movies to DVD smartly. Such as, MP4, MPEG, 3GP, WMV, ASF,DAT, MOV, FLV and even most HD formats like MKV files, FLV (Youtube), M2TS, TP and TRP. It's easy to use. It works pretty well for me.

Wish it helps!

I'm curious as to why you want to use those settings? Those are not standard for a DVD.

If you are going to burn the DVD as a standard video DVD, the burning software will convert the files to the proper format, you have no choice in that matter. If you want to burn the DVD as a data DVD you can choose those settings and burn the videos as data files but it probably won't play in most DVD players.
