Change the image size in the image > image size menu, and, from the file menu select save for web, select jpg as the file type and you can then set the compression

Photoshop image resize:

For email as well as changing the size, you should also change the resolution to around 75PPI. Make sure you check resample when you resize the picture. Otherwise the resolution will increase and your file size will remain the same.

Microsoft has a free PowerToy to do just what you are asking. It's called imageResizer. When I attempt to send an email with Outlook with a big image attachment it will automatically prompt me if Iwant ot send as is or give some preset smaller size to resize to before sending.

I pretty much want to set the quality small enough so that I can email them and so that when the person recieves them they can use the pictures to order prints and have them come out at decent quality so how would i do that in picasa?
