I have a Dell 8400 with a Dell 19 in Ultra bright monitor. Have purchased a Hp W2207h monitor.Would subject video card be appropriate to maximize video display for photo editing and video. No gaming. EMG

I would avoid that card. It can do what you need but there are problems with the drivers and sound issues. I know because I just bought it.

If you want a problem free solution go with NVIDIA. Every time I have used ATI I have some kind of driver issue.
