Problems with DVDs on my PC?

I have a 19" LCD flat screen monitor from hans-g, the
number is HN****.

I have a Radeon x1650 PRO 256mb AGP graphics card

I'm not sure what make my DVD Rom drive is. In device
manager it says it is a "HL-DT-ST DVD-ROM GDR8163B" My brother got it from an PC at work, my dell didn't come with a a DVD Rom, so we put that one in. I've also changed my motherboard a few years ago to a Gigabyte one what allows AGP graphics cards

I brought Prison break Season 1, from the UK, and in the
UK so we are Region 2. I tried playing the DVD on my PC,
it didn't work, PowerDVD didn't load it up, nor could a
disk even be found in the DVD Driver(E). I tried this DVD
on my brothers TV, what is a Phillips 14" colour TV/DVD
combo, (the old grey ones) It worked on this and in good
quality, Vibrant colours and much nicer to watch. I tried
old DVD's I have got from UK aswell and they work fine,
but not this Prison break what is my newest of DVD's.

Also why is the quality of my DVD's on PC so poor, the
image is faded, washed out, colours aren't no where near
as vibrant as on the TV.

I've tried updating ATi drivers, got the catalyst and played
with that, tried AVS, power DVD, VLC, Media player. All of
them still same quality, and none of them can play Prison
break

Please help guys/girls

Is it possible you are trying to play a Blueray disk in a non-Blueray DVD-rom?

Please let us know if you found someone's advice to be helpful.
