Problem w/ Webcam + USB port

I recently got a Logitech Fusion Notebook Webcam, and it will work fine in my 1.1 USB port that's built into the back of my laptop.

However, I've got a USB 2.0 card that's plugged into my PCI slot on the left side with two slots, one to operate my external hard drive, and since the camera supports 2.0, I figured I'd like to have it operate as fast as possible. Everything else works w/ this card but the webcam. XP recognizes it, then it doesn't, ad nauseum. A constant on/off, if you will.

If anyone would be willing to diagnose this problem for me and provide some help towards me getting this remedied, I would be much appreciative. Thanks!

Does the PCMCIA Card have a PS/2 or mains power adapter, second does the USB hard drive have a mains power source. Laptops do not provide sufficient power.

Actually, the USB hard drive does run on AC power, however the cam does not.
