most of the new DVD players sold today play both formats and start around $29 US.
I'm sure Pinnacle Studio will be able to record it in the NTSC format but of course it is a pay software.

Hopefully my advice will help you...Please post back with your results....thanks

"Dvdcrypter will make it region free."

It has nothing to do with region codes. It is a frame rate issue.

NTSC = 29.97 fps

PAL = 25 fps

If you can get it into a format that Windows Movie Maker can import(avi, mpg, wmv...etc), you can then select the format you need to save it in.
Tools>Options, Advanced tab,select NTSC or PAL.

We could give more specific advice if we knew what software you have available (for ripping, editing, burning...etc). I don't like suggesting a download if there's a chance you already have a suitable program installed.

Please let us know if you found someone's advice to be helpful.

I still think all he needs to do is make it region free. Having said that, I'm not here to have an argument. If I'm wrong, sorry. The main thing is, he is helped to solve his problem.

PAL and NTSC are 2 TV systems, where among other things Pal has 25 fps and 625 lines and NTSC has 29.97fps and 525 lines.
The only way to convert from one system to the other is going to a production house that has a conversion machine or use the only good program "Procoder" from Canopus.
This all cost but you get results. None of the other programs, eg Movie maker, Nero etc.do it.
The other solution is getting a Multisystem player, but keep in mind that you may need a Multisystem TV also.
