Hey My camcorders dv is wrecked and im wondering if there are any alternate methods of uploading my video to pc stillwith a high qualitiy . the camera still has a S-Video port. Im wondering if a tv card will work ? or any other methods ?

The Svid port will work. You will need an Analogue capture card, or a tv capture card with a Svid input. Hauppage Win TV is such a creature (for example) but there are others.
The quality however will not be as good as the firewire (DV) capture port, and you will have problems capturing DIRECT to most editing programs. You will most likely have to create a mpeg with the supplied software that comes with the capture card you get, then import it to the editor of your choice.

get thanks , how lower will the quality be any other methods of uploading the footage ? can you play your footage onto the tv , then capture it through a capture card live ?
oh or i heard you can stream you footage through vlc ? does this actually save the footage up to your pc?
