MS Paint (xp) Color Pallette Help

Specs: Windows XP
When I try to slap a new color on my image, it tries to use the closest thing to it thats already on my image. I guess then that means it's pallette is limited to the colors already on it. Normally, you'd think, "Well, there are a lot of colors in one picture, so it's pallette would be pretty ok." But I am working on Video game sprites, so the image is very small with little to no variety of colors to use.

Modern video cards can deliver millions of colors but keeping the range to 256 or 16000 may save memory and increase speed,

Ummm... its not the video card, its the PROGRAM.
