making DVD menu and submenus

Which sw to use for making DVD menu but also submenus?
I want to make something like:
Summer Holydays, Winter Holidays (main menu)
then
submenu 2003. 2004. 2005.
For now I used Nero Ultra Edition 7.0 and very strange for Nero, seems pretty user friendly :) But I don't know how to make this submenu option.
OR
How to concatenate 2 DVD-s. (burn DVD to hard disk, then link them in one)

I have the 'exact' same problem. Would someone please advise on this? MYDVD 6 has a simple button for creating submenus but nero 7 does not seem to have anything. And just to clarify, we're NOT talking about making 'chapter menus'. Thanx bunches.
