Can anyone recommend a good light version of photoshop? I need something to just do simple conversion of file formats and give me more control over compression (bmp>png, bmp>jpg, etc) and sometimes I need it to load faster than photoshop because I just need to a simple task that doesn't need layers and such.

IrfanView - free & lightweight, and can perform batch operations (and more)
May or may not be what you're looking for, but it's a good software addition regardless

Try picasa 2 ....google for it, it's free and a pretty good editing program, lots of features
