I have received a clip from a webcam and there is a figure in the background which is not well define (Blurry). Is there a software that can add pixels or somehow brng out the detail?

You could try interpolation and sharpening, however, I've only ever seen decent results come from minor front/back focus, not background blur. Also, given that this is a webcam shot, the likelyhood is reduced even further given the low res of the photo. You can't recover data thats not there to begin with. I would really need to see the image.

I could copy it onto a floppy disk (yes I still have them - do you have a floppy drive?) to save what pixel remnants there are. Or would a printed version work as well?
How would I address it?

Of course it can be done. What's that software they use in movies/tv to enhance security video? It never fails to produce perfect results.

Yes, you can improve a blurry image. Check out FocusMagic.com. I use it and am amazed how well it works. This software is similar to what law enforcement agencies use (no sarcasm here). I used it recently to bring out an auto license plate number that was otherwise too blurry to read. There are limits to what detail you can bring out, but it does work.
Of course, there are several ways to sharpen an image with Photoshop, including a plugin, Ultra-Sharpen Lite (free). FocusMagic just makes it easier and seems to do a better job.Don't squat with your spurs on!
