How do I make photos transparent ??

How can I make my photos transparent so I can see a different background through the image. Sounds real simple to some I'm sure. But I can't seem to be able to do it. I use Gimp, Picture publiher, paint.net, and several other programs. Thanks

Select the area of the photo using selection tool and right click to copy the image to clipboard. Then paste the image onto the backround using a selected transparency level.
