I have .DAT files containing photos. Photos were taken by digicam and written on CD by a friend who is not available.

You might try Irfanview or Xnview - which are both free and capable of opening a wide variety of file formats

A DAT file is not normally used to store pictures. I'm more likely to believe your friend created a slideshow and saved it in VCD or SVCD format. You may need a video editing program to extract the pictures.
