Horizontal Lines on Video Capture

How do I get rid of horizontal lines that appear when I capture videos? This only occurs on VirtualDub. Are their any good filters that I can use?

These are probably due to interlacing. Depending on the intended use of these videos, it may or may not be advisable to de-interlace. If you intend to use them on DVD for viewing on a television set, I'd leave the interlacing as it is. For viewing on a computer monitor (including via internet), definitely de-interlace. There are de-interlace filters available for VirtualDub.
