I would say that graphics are drawn, whether with a tablet or by hand or using a mouse or even a collage.

Images I would generally attribute to using a camera.

But I'm sure there are many versions of this interpretation.

They are essentially the same thing. Some people may consider them different under specific contexts but there is no universal agreement on this.
