Nero Showtime player has a snapshot feature. Other software likely does as well.
You can pause the DVD in media player and take a screen shot.
If it is not copy a protected DVD, you can rename the VOB files to mpg and then open and play with Windows Movie Maker. It also has a snapshot feature.
