What exactly do you mean by a voice changer?
Audacity is a free program that allows you to record and then edit audio files, with effects, etc. Perhaps this is what you have in mind.

I think what you need is a digital sound processing program that can use VST audio plug-ins. The plug-ins are little program modules that do audio special effects. Commercial programs that accept VST are Cubasis and Cakewalk. There are free/shareware that also use the pludins. You will also need to find a plugin that does the job. They start with effects like reverb and echo, insrument effects, and what you interest is frequency shifting and filtering.

I recently downloaded something called "funnyvoice" which is a voice pitch modifier. You'd have to try to imitate a girly voice anyway, since a man's vocal chords are set up differently than a woman's (meaning you'd sound like you were on helium, not like you were a woman :P)

It's freeware.
