Fixing Video Skips

Well, here's the setup. I promised to record something for a friend of mine off of his VHS-C tape. However, I had the bitrate set too high so the video skips a lot. I was going to just re-record it with a lower bitrate, but the camera died! (He didn't give me the charger...doh!)

Is there anyway to fix the skips in the video I already recorded? Or do I have to just give him the video the way it is? I'd like to give this to him tomorrow...(I won't see him for awhile after that.)

You can't repair the skips to my knowledge, but maybe you can edit out the skips using your video editing program.
