If you have a file which can be opened in Movie Maker you can do it with that.
Open Movie Maker then import the video, drag it into "audio/music" section. Then click file, Save Movie File. The audio only will be saved as a .wma file.

VirtualDub, save as wav. VOB file? Use DVD2AVI 1.77.4, in audio, after loading file, output method, choose demux to ac3 or convert to wave.
