As you know capture is pretty easy, - Digital movie camera, capture via PC the n edit & burn.
my PROBLEM is... I need to replace the standard DV video camera as an input, and use a PC as an INPUT device INSTEAD.
Put simply, instead of FILMING or CAPTURING
somthing on a DV camera - I need whats being displayed on PC (A) - to be CAPTURED by PC (B) and treated as if PC (A) was a DV video camera.I have tried many many screen capture programs - al lare dismal failures the capture rates are way too slow and jerky, and the results ar horrid.
Is there a HARDWARE solution that will allow me to CAPTURE the same quality INTO my PC that is being displayed by another PC's monitor? - Im not exactly after HDTV quality but I DO need sharp,crisp, clear captures of the projects I design so as to transfer them into DVD format.
I can make great . exe files of my work, but they need to be in DVD format for clients..any ideas guys?

You could try connecting TV-Out from one computer to an analogue capture card in the other. Theoretically, this should work.
