Creating small quality video files

Specs: Windows XP, 1.794 GHz / 1982 MB
I would like to know how I can create small size video files that are excellent quality.

An example would be how Divx files can be so small (700MB) compared other formats.

Is there freeware that can create such excellent small files?

I want to take clips from movies and make a collage, any good advice on how to accomplish this?

How do i find the FPS and other related settings of the original file so that I can choose the correct settings when using Windows Movie Maker so that the quality is the same as the origianl source file?

You may want to convert your files to MP4. Maybe google for some free MP4 converters, there are many out there. MKV is real small too.
