I have recorded some music from my TV on my DVD recorder. Is it possible to create an audio CD that I can play on a CD player in my car? I have Nero V7, a CD-RW drive and a DVD drive (not recorder)

Yeah, you can; I've done it before.
Since this is a DVD you made, the hardest part will be separating the video from the audio. (I think I used Media Player Classic or VirtualDub for that step.) A quick search came up with AoA Audio Extractor. I haven't used it, but it sounds like it'll get the job done.

Sounds to me all you have to do is make it play on your computer and just take a simple audio recorder and record. You can use the Sound Recorder in \Start Menu\Programs\Accessories\Entertainment but it'll record 60 seconds at a time. This is what you can do if you don't want to download anything else. Simply record the whole 60 seconds blank, then press record again, it'll go to 120 seconds. So on and so forth. Ggood Luck.
