Hi I was just wondering is there anyway I can change the sound of a movie file that is in MP3 quality so it plays in Dolby Digital quality? If so how?

well you can't do it so that it plays at Dolby quality / resolution. Once resolution has been lost it can't be restored. Once you have made an mp3 you have shed all the dolby quality stuff and you can't get it back.
