I use Paint Shop Pro. It doesn't have all the bells and whistles of Photoshop, but it's always done what i needed to do.

Corel Photo-Paint is an very good alternative.
You can't beat the price of Paint.Net (free!). It's lacking some features, but it's impressive and improving with every update.

Try Picasa 3 by google....free and has some really good new features: http://picasa.google.com/ I use it even with my wedding and beach photography. I also have adobe elements and Photoshop 7. I use Picasa the most.
Summary: Adobe has gotten wise to the fact that there's a whole market of people that want a more powerful editing software package than your OEM stuff like ULead, but don't want to spend the money the pros do...
