Choppy Video Play

My friend gave me a used pc (new to me). The new pc is a relatively newer model than the one I had before. However, when I try to play a fullscreen video or play a video game, the display is very choppy. My old pc, which was slower than this current one, did not have this problem.
Could this be the problem of the video card? How can I check if the video card is to blame?

Did you have Windows XP on your old PC?
128mb RAM is abysmal for XP, passable for W2K, same for the CPU. The specs you listed would be suitable for W98SE fully patched but still would advise 256mb RAM.

My old pc had Win98. So the problem may not have to do with the video card at all, but could be that the computer is just too slow to run WinXP?
