i want to access my pc with real ip so i want to bound ip with 202.163.119.134 to 192.168.15.5 how can access this pc who is runing at lan ip is 192.168.15.5.

You need to decide how you intend to access this machine (web browser, telnet, etc.), then it's a simple matter of forwarding the appropriate port(s). Read up on "port forwarding".

You could directly set your proxy IP address in tool->internet option-> proxy server as you like,or you could use this proxy finder to set proxy server address
