Black dots on DVD

I was making a backup copy of a DVD using Nero when I got the "cyclick redundancy check" error with only two minutes left to finish copying. I checked the DVD and I noticed that it had a row of little black dots spaced a equal distance from each other, about 1/2" from the outer edge of the DVD. I've seen scratches on DVD but never those dots. Would it be caused by a DVD player. The DVD plays normally, just can't make a copy. Thanks
