Adobe Photoshop is the best for image editing. Adobe Premiere is the best for video editing. You can purchase both for around $1300.

There are many good movie making softwares:
Cyberlink PowerDirector is really good and less than $100, PLUS it is user friendly...Adobe is NOT user friendly.
Pinnacle Studio 14 is really good too and quite reasonable.
ProShow Gold is another that is user friendly and is not over priced.
Magix Movie Edit Pro 16 plus HD is another reasonable movie making software.

Picasa is free from Google and has really nice editing features for pics.

The above are all great programs, easy to use and give professional results.

You asked about the "best" in your first post, not free stuff.
If you want free, you will never get the best.

Best Image Editor: Adobe Photoshop of course.

The obvious best choice for an image editor is Photoshop. Another good option, depending on the type of editing you need/want, is Lightroom which is child of Photoshop.
Adobe Photoshop Lightroom 3

If you want fee software, then try Gimp

The "best" of any software is dependent on who has used which ones. Even then, people will have their own preferences.

Please let us know if you found someone's advice to be helpful.
