I have a Compaq Armada E500 (This is the second time I've asked for help on it). This time the screen has went dim so I use an External monitor. The display plug is VGA acording to : http://www.digit-life.com/articles/armadae500/ So how do I display more than 16 colors

It would depend on the monitor. Is it capable of more than thr basic 16 color?
Consult the monitor's websight and look for updated drivers.

the dim lcd means you need to replace the inverter.(hardware, google: e500 inverter) the 16 colors means you need to replace the video driver(software, available at compaq.com)
