Fibre-optic broadband is always better (faster & more reliable) than copper phone-line broadband.
But whereas copper phone-line broadband is available all over the country, fibre-optic is largely restricted to towns and cities where population is higher.

There is also broadband offered by cable companies which is better that DSL over phone lines as Phil22 mentioned.

It really depends on what your needs are and how much you want to spend. DSL is not available all over the country, you have to be within a certain distance of the phone switch, and the farther away you are from it , the slower the connection will be. Cable is better because they offer faster service and distance from the nodes do not affect the speed. Fiber-optic will be the fastest but you pay the price for it.

"But whereas copper phone-line broadband is available all over the country..."

Maybe it's available all over the UK, but here in the US, we lag badly. Many in rural areas still rely on dial-up for any service at all. Slowly, it's changing, but I'd be surprised if the US is completely covered by broadband even in 20 years...
