You can get a good tv picture on a monitor. The other way around usually doesn't work well unless the tv has very high resolution.
There are video cards that have tv output. Also there are scan converters that change VGA to video. The other way is the same thing. Video to vga boxes or video input cards for the computer. Some have tuners to convert brodcast or cable signals. Either way not very cost effective.
