I have sony viao VGN-FE48G laptop. I want to connect to Hitachi TV Model C21-RM39S I tried through S-Video cable but tv is not responding. How to solve the problem. Please help.

Most likely you have to hit a combination of keys on the keyboard to get the image to show up on your tv. It's usually the FN (function) key and one of the F(1 to 12) keys. I would look in the manual

I tried that it is function key F7. Still my tv screen is blank.

Have you confirmed that your s-video cable isnt defective? if it isnt, you may try re-installing the video drivers.
