The old PHOTOED that came with microsoft office 2000 is great for that.... but they got rid of it on the 2003 version.

You can do it in MS paint
Photoshop or any other picture editing s/w would work too

I have somes images typed .jpeg, I copyied them by Norton Commander, and then can not be opened with any programe.
