|Your question asks us how to connect the cable. I'm sure you know that the s-video end of the cable goes to your laptop and the RCA cable end goes to one if the inputs of your TV.|
To get it working, you have to get into your Video Card Software. Not knowing exactly what you have is difficult for me to help you out but look for display setting. Look for something to "Extend" your desktop or "Clone".
Try right clicking on your desktop then Properties, on the last tab for Display you SHOULD see two monitors rather then one. Right click on the new one and look for "Extend". Make sure you TV is on and the proper input is selected.
