You won't find any software to convert a digital signal from tape to a file on the PC. You will just have to create a movie. It's practically the same thing.
Maybe I don't understand your problem. You have a movie or movies on your tape(s). What is wrong with making a copy of them on your PC?

If you "create a new movie" (it will be 000 and 1111's), then you can make a DVD with that movie.
You will need a program to create the DVD. Nero is one program that will do it. You can do a Google search for "dvd creator" to find more.
