Possibly. It would be preferable that they be not be closely parallel. It depends how much switching transients on the romex.

It would be a good idea to run the cat5 thru metallic conduit to eliminate noise.

You will suffer some from noise running close to romex or any other household current source but, how much noise and whether or not it gives you a bad time is pretty much a crap shoot.

My response is generalized but you should get the idea.
