.AVI to video disc.

i have a 640x480 resolution .AVI movie, but when i use nero to burn into vcd. the resolution went down to 352x2hundred some. i want to burn it to a cd so i can bring it to my cousin's house and watch it on DVD player(not PC dvd-rom). i dont have DVD burner. so i guess VCD is the only choice for me. but does any one know how to keep the big resolution? any good software?

Tmpgenc is most common but not free to encode.
If you reencode you will ALWAYS lose some quality
