I need to move an Excel Matrix to Access database

Specs: Windows 7
The excel matrix has 290 rows and 262 columns. The places where they intersect are marked by a cell formatted with a green background. I need to do this on a government computer so I can't download software to it but I can write a macro in Excel. Do you know what I would write in the Macro in order to convert this table for ingest to Access database?

One option would be to import the Workbook to Access after creating a blank database. That would give you more control over the import settings, etc.

I don't think that will solve the problem. I need it in Access in the form of a table with 3 headings: Capability, System, Data.
