Telnet is not normally loaded or enabled in recent Unixes. If it is enabled on the remote host, the syntax from a shell or dos command prompt is:

telnet hostname

or if the hostname is not associated with an IP address through DNS or a host table, then:

telnet IPADDRESS

BTW, this is a database forum.
