Is there a particular reason that you want to go for an obsolete version of Oracle? Why not download the latest version from the Oracle web site? If you really need 9 then you could try https://edelivery.oracle.com/ , but if it's not listed there then it's not available.
Any other source would, of course, not be legitimate so let's not discuss them here.
