I have installed act 6 with a 10 user licence on to our network which works perfectly. however, my problem is when laptops are taken away from the office the database doesn't open. what is the best way to set these users up with Act?

You mean the database on the laptop doesn't open or the database on the Act "server" (Where the Act database files are?)
If you mean you can't access the files with laptop when it's not on the network, that's the way it's supposed to work.
You'd have to copy the files to the laptop for the contacts and folders everytime you make a change, otherwise you must be on the network where the main Act files are stored.
