I was able to overclock my athlon 2000+ from 1.6 to 2ghz without unlocking, 166/33 FSB..and it runs quiet stable But here comes to the problem, I can't cool my cpu down with volcano 9 without running at full RPM..which is extremely loud...sounds like air plane took off lol so any suggestions??

Hats off to your motherboard and memory. Assuming you don't want to water cool you need the biggest heatsink and biggest fan running at low rpms in order to get max heat dissipation at lowest noise. But you want the ability to choose the fan speed so you can assure your oc.
